Parking
Guest parking spaces throughout the complex are marked as such. Villa Monterey residents use their garages or street parking for their cars.
Guests may park in marked parking without permit for two nights in any seven-day period. Guests parking in marked parking places for a longer period are required to have a permit displayed in the window of their car. HOA members may obtain a parking permit for their guest from the management company directly or by e-mail.
Below is the revised Parking and Use of Garages policy.

Parking and Use of Garages

- Guest Parking - All common area parking spaces are reserved for guest parking. A vehicle using guest parking spaces may park in a common area space up to two (2) times during a seven-day period (maximum 24 hours each time). The seven-day period begins on the date the guest first uses the space. For a guest visiting longer than the above-allotted time, a Guest Parking Permit must be obtained from Preferred Property Managers. This Guest Parking Permit can be issued for a maximum period of seven days.
- Parking is not permitted on garage aprons.
- No boat, trailer, recreational vehicle, camper, truck or commercial vehicle shall be parked in a fire lane, turnaround, garage apron or open parking space within the development. When being loaded or unloaded, a recreational vehicle may not be parked where it blocks any portion of a neighboring garage or access thereto.
- Garages are for vehicle storage and shall not be converted for living areas. Garage doors shall be closed at all times other than ingress or egress from the garage, or when a resident is present in the garage.
- Garages, parking spaces or driveway aprons are not to be used for the repair of automobiles or other motorized vehicles (with the exception of minor or emergency repairs). All debris and fluids from an emergency repair must be cleaned up immediately.
- Residents may use guest parking spaces for the loading or unloading of a vehicle, while cleaning a garage, or in an emergency such as a broken garage door.
Parking Monitor and Towing Guidelines
The parking patrol service is to monitor all vehicles parked in the common area spaces. Vehicles may park in a common area space for up to 24 hours up to two times within a seven day period. The seven day period begins on the first day the vehicle is noted as parking in the common area space.
The Patrol should:
- List each vehicle, make, model and license number, and the date/time, the first day the vehicle is parked in a common area space.
- Note if the same vehicle is parked again within seven days from the first day, with the date/time.
- Place a notice on the vehicle on the second time it is parked to advise that they have now exceeded the maximum number of times their vehicle may be parked in the common area spaces.
- If the vehicle is parked again in any common area space within the initial seven day period, a second notice is to be placed on the vehicle advising the vehicle owner that their vehicle will be towed without further notice.
- Contact PPM for authorization to tow the vehicle. PPM will contact a Board member to obtain authorization to tow the vehicle.
Sample Procedure
- January 1
- Vehicle X is parked - noted only by the patrol service
- January 3
- Vehicle X is parked - advisory notice placed on vehicle
- January 4
- Vehicle X is parked - final warning notice placed on vehicle and contact management
- January 6
- Vehicle X is towed
