Noise!!!

The City of San Diego's, Neighborhood Code Compliance Department is responsible for enforcing noise complaints relative to dogs, construction, people, etc. Homeowners should contact the City (619-236-5500 or www.sannet.gov/nccd) to obtain a complaint form that can be filed for an investigation into the noise complaint. They have indicated that the number of complainants residing in separate residences generally prioritizes noise complaints. Noise complaints from one person are usually considered to be private matters between the parties and no action other than sending a voluntary compliance notice are taken. Typically, a letter will be sent to the person causing the noise and to the person filing the complaint. An officer will be assigned to the person causing the noise and they will give the person the opportunity to voluntarily comply and correct the situation. If the officer has to inspect the situation a second time, mediation may occur or a fine imposed - First Citation $100, Second $250 and Third $500.

For dogs, you will need to file out the complaint form and send it to the city when: 1) any animal noise disturbs two or more residents residing in separate residences adjacent to the property where the subject animal is kept, or 2) three or more residents residing in separate residences in close proximity. The Department sends a voluntary compliance letter to the animal owner requesting that the noise be reduced. NCCD can only take further action when the city receives signed statements from the required number of complainants, whose information is then provided to the animal owner. Violations may result in administrative fines ($100, $250, $500) Animal noise complaints may also be handled by contacting the animal owner, Safe Streets Now or this city department.

If you know you will be having an unusual event such as outdoor amplified music or disc jockey, you may contact the City to obtain a Noise Permit. The cost of the permit is $40.00.

It's Coming

Your Board is looking forward to decorating the clubhouse for the holiday season. We have some decorations we've purchased over the years and some that have been given us by HOA residents - But we would welcome more - either before or after the holidays. Can't find a use for them in your current decorating scheme, don't want to pack them away - call either Frank Toto (858-278-5050) or John Marsh (858-492-9591). We'll look through what you have and very likely take everything. Thanks for keeping us in mind.

Clubhouse Rentals

We are happy to report that we have experienced an increase in the use of our clubhouse. However, with the increased use, we have encountered some challenges. One is the condition of the clubhouse when the party is over. Recently, after a scheduled party, the oven was left on overnight with trays of rolls in it. There was a large stain on the rug and the trash was not removed. The trashcans in the pool area and by the parking spaces were stuffed full to overflowing. When the homeowner signs the contract to rent the clubhouse, he/she agrees to leave the clubhouse in clean condition. Leaving the oven on with food in it is a fire hazard and leaving trash on the premises is unacceptable. If the terms of the contract are not met and the association assumes charges to repair damage and clean up, the homeowner will be billed and may lose the privilege of using the clubhouse.

The second challenge is the complaint of disturbing levels of noise. If a sound system is used, music volume must be kept at a level that does not disturb the neighbors. Please enjoy the use of our clubhouse, be considerate of the neighbors that live nearby and leave the clubhouse in the condition in which you found it.

Tree Disposal

Over the years, Weststar Landscape has been kind enough to dispose of Christmas trees for the residents. Again, this year, they are offering this service. If you would like Weststar to take your tree or you, please have it outside your home on the morning of January 3rd and they will pick it up for you. Please note: Weststar will NOT pick up flocked or sprayed trees.

A Big Thanks To Gina

The Board wishes to thank Gina Jaggers for her service as a Board member. Gina has sold her home and will be moving out of the community. Her skills and interest will be missed.

A Successful Garage Sale

The First Annual HOA Garage sale has come and gone. A good time was had by all! Even the slight showers didn't dampen the event. Approximately 50 "Garages" participated which allowed participants to meet new neighbors and visit with others in our HOA family. At the end of the day, United Cerebral Palsy came through to take away the left over treasures. Thank you to those who participated and to the Board for making this event possible.

Priorities

Virtually every week the management company gets a call concerning the condition of our patio fences - from those who have yet to get new fences. The Board wishes that we could do more but it has become a matter of priorities. Most recently, we have been faced with the need to clean up the canyon. That's a matter that affects the safety of our community and demands our most immediate attention. That takes money. We will get back to fence replacement but our most immediate priority is to minimize the impact of another canyon fire on our community.
