On a recent property inspection, your Board noted the dirt that is accumulating on garage doors. The latter has/is going to have an impact on property values. Please, please do wash your doors and owners of D and E units inspect door vents for signs of rust. If you desire to learn of individuals who'll do the washing for you - at a price - call our Property Manager. Again, we're talking about curb appeal. Fresh paint on buildings or attractive landscaping can't do it all.
Your Board finds that it needs to research in more depth the whole issue of vinyl windows. Yes, they have contributed to the comfort and security of those who have installed them. But there is some question as to the impact they have on the "look" of Villa Monterey, the look that attracted you as a potential buyer. Scott Linek of our Board has agreed to chair a group that will look into vinyl and other windows. If you want to be heard or to serve with his task force call 279-8657.
As you pass by the front of the clubhouse, you'll notice a board that indicates scheduled activities. As well, there's a notice board in the pool area that is available to HOA members. To place something on it, call Frank Toto at 858/278-5950.
Villa Monterey Homeowners Association is a Planned Unit Development whereas the responsibility of termites is clearly stated by the California Civil Code 1364(b). The Association is responsible to paint and maintain the exterior wood siding and trim which is visible around light fixtures and windows including the long vertical fascia adjacent to windows. The homeowner is responsible for all wood that is part of the structure of the building, patio or balcony. The wood that is immediately behind the visible exterior wood is referred to as structural wood and the owner's responsibility. The patio cap board and the exposed beams under the patio overhangs, as well as all rafters and ship lap under each unit's roof is the responsibility of the Association.
The garages at the end of each building have pitched roofs. Inside these garages, the walls are supported by 2x4 boards strung as "rafters" which connect opposite wall (front and back). Above these rafters is a big inviting space which many residents inappropriately use for storage. Although this space might look like a "bonus" attic, the rafters are not designed to bear weight and should not be used for storage. Excess weight on the 2x4 rafters inside will pull the walls, potentially causing serious damage.
