The July board meeting was the occasion for a visit by the San Diego Police officer assigned to Tierrasanta. He made a number of points that are worth inclusion in our Newsletter. First, he reported finding a number of garage doors left open in the HOA and the COA. The latter are an invitation to a potential thief, the occasion for what the officer called a crime of opportunity.
Second, he noted that noise abatement is an issue that becomes increasingly important in warm weather when windows and doors are left open. A homeowner can respond to "excessive" noise coming from a neighbor's unit at arty time of the day or night by calling the non-emergency police number: 531-2000. But the caller must, at the same time, be willing to sign a complaint.
As you read this copy, the final painting phase of 1998 is underway: it involves those dwellings that face the pool greenbelt. The wood-sided structures will be completely painted, while stucco homes will have only their trim painted this time around. If we're able to hold to the present schedule, homes on the greenbelts between Parkcrest and Guinda and between Quemado and the COA will be painted in 1999. Those facing the canyon and hose facing Antigua will be painted in 2000.
Among our early records is a copy of the financial statement for 1977. Here are selections from that document, to include the actual statement of expenses that suggests landscaping was then our big ticket item. And we do note what your Association paid in taxes once upon a time as well as the fact that we were engaged in painting projects as early as 1977.

Note 1: Incorporation of the Homeowner's Association: The Villa Monterey Homeowner's Association was incorporated on September 22, 1972, a general nonprofit corporation for the purpose of providing maintenance, preservation and architectural control of the residence lots and common area of the Association which is property of the Association.
Note 3. Reserve for Replacements:A portion of each monthly assessment is to be set aside for replacements. .
Note 4. Tax Status:The Association qualifies as an organization which is permitted to report income from non-exempt sources only, such as interest and recreation facility dues. The taxes for 1977 have not been determined but will be minimal.
The old spa gave Villa Monterey residents more than twenty years of continuous, reliable service. However, aging plus normal wear and tear made restoration absolutely necessary. If you have not had the opportunity to visit the spa, now the renovated spa has more jets, with greatly improved water circulation and jet action, more conveniently located jets, new tile, new coping stones, and a state-of-the-art non-skid surface.
Most of the latest renovation is taking place out of sight in the pool equipment room behind the walls. Modem, quite, energy-efficient pumps are being installed. This equipment will significantly reduce our energy consumption and lower our electric bills. Plus, new water filters and modem chlorinators are being installed. This updated equipment will more efficiently keep the water clear, clean and optimally disinfected and will therefore mean safe, healthy, pleasurable swimming and bathing enjoyment of our residents and their guests. Users are reminded that pool hours are from 8 a.m. to 10 p.m. daily. Yet there are those who take it as a challenge to enter at other hours by climbing the fence. Not only may the climber injure himself in the process but if identified, he may be denied admission to the pool for a period to be specified by the Board.
Parents are urged to use sense in the toys their children bring to the pool. Plastic balls and bats are surely not appropriate and giant water pistols are at least questionable. Your Directors urge you to enforce the pool rules for everyone's enjoyment.
Owners of dogs are reminded to pick up after their pets. Animal waste is a continuing challenge and never more so in the summer months. Residents are urged anew not to walk on the new roofs as there is always potential for broken tiles. Should you see a broken tile(s) please report the latter to Curtis Management so that they may be replaced.
I was not surprised by all the love and care shown me when I lost Sheba. Many enjoyed and loved this dog who meant so much to me. Thank you for the visits, hugs, cards, flowers, and plants. community. Ours is truly a caring.
